You are the HR Director of a multinational, medical device company with headquarters in Dublin but with offices and manufacturing sites throughout the world.

The company engages 4,600 workers in Ireland — 372 in Research and Development and 228 in administrative support roles in Dublin; 2,300 in manufacturing in Galway; 1,700 in manufacturing and support roles in Westport, and 537 workers in Belfast. There are a further 13,000 workers based in San Diego, 700 in Seattle, and 11.376 in Eastern Asia.

The company is highly profitable with an ambitious growth plan to 2040; however, the shareholders have become more demanding and are seeking higher profits and dividends payable to them.

The Board of Directors decided yesterday to

1. Explore all options in regard to restructuring the organization globally, within the next 24 months (for the purpose of this assignment, please disregard the fact of the coronavirus pandemic)

2. Close the operations in Belfast due to Brexit uncertainty. You are required to prepare a scoping paper for the next meeting of the Board of Directors

(a) setting out several workforce planning scenarios and

(b) identifying and elaborating briefly on the legal issues that may arise.
