Construction Delay Management Report: Site-Specific Risk Analysis & Solutions Using Five Management Practices
University | Munster Technological University (MTU) |
Subject | Construction Management |
Project Overview
A Construction Planner has been appointed for a site that is due to commence in the next six months. The site is a challenging project for several reasons. To minimize potential delays and maximize the effectiveness and efficiency of resources you are asked to produce a report on the top potential delays with detailed solutions of each.
You will need to identify the costliest potential issues that are specific to your chosen site and using the five practices of management, discussed in class, explain how each potential issue can be managed to minimize or eliminate delays, accidents, or incidents.
Your Report
- Identify a construction site from the myplan.ie National Planning Application Database website. The site can be a commercial, industrial, sports or large-scale housing development anywhere in the Republic of Ireland. The construction project can be “in planning” or “built”.
- You must reference this site in your appendices using the Planning Reference Number along with the full address of the site.
- You must identify three to five significant issues that have a high probability of causing a delay at any stage during the construction schedule, from feasibility to commissioning.
- Your report must identify each issue separately, with an introduction describing the issue followed by the five practices of management that will address the issue highlighted.
The purpose of this project is for you to demonstrate how you would manage effectively and efficiently the common issues faced in construction projects with the typical resources available. For example, plant machinery is a common resource on site, but helicopters are not, so helicopters would not feature in a realistic solution.
Broad areas of potential delays that are applicable to all sites include: Weather, Financial, Staff, Infrastructure, Geography and Material shortages.

What are the five practices of Management?
Planning, Quality Assurance, Reporting, Documentation & Sign-off.
Do not use these as examples of potential issues in your report, they are too broad and generic. Use specific examples of how each of the five management practices are used to solve specific issues on your chosen site.
For example; if you identified a particular geographic element such as a ‘Spring Well’ which might be a specific threat to foundations or the positioning of a crane, that would be an acceptable example. If you gave ‘flooding’ as a potential risk, you would need to explain where exactly that threat is from, what information on the maps suggests that flooding is a risk.
Do not given general solutions to vague issues like stating that ‘Weather’ is a risk. ‘Weather’ is a general risk to all sites regardless of location and it is automatically built into the planning process, cite specific examples relevant to your site only.
Additional information, such as maps, images or data sets must be included in the appendix. It is important that your work is correctly referenced and formatted, refer to the ‘Student Guide to Academic Writing’ for examples of professional report writing standards.
It is important that you fully understand the conventions and practices of academic writing and demonstrate that understanding, in this report.
This project is designed to build real skills that future construction professionals need— including reading maps, using planning systems, and thinking critically. Don’t rely on AI or generic internet summaries. Your own observations, map use, planning document references, and site-specific thinking will earn you the highest marks.
