You will find enclosed a priced bill of quantities and drawings for a community center building to be built in Cavan. The contract is a standard GCCC short public works contract PW-CF6. Retention on the contract is 8%. The duration of the project is 9 months. The main contractor is subcontracting the entire project except for management. As the Quantity Surveyor for the main contractor with responsibility for this project, using the attached BOQ, drawings, and other documentation – you are asked to provide the following:

(a) A list of sub-contractor packages along with a package program (9 months) showing the start date and finish date for each package, with a brief description of what each package includes. You can use your own discretion on what is included in each package except for the groundworks package – the groundworks package – this package will include all excavation/substructure/site works and drainage items on the project.

(b) A Cash-flow forecast or S-Curve with backup info for the project, use the package program v priced BOQ.

(c) A Procurement Schedule for the main subcontract packages on the project. Common sense and experience should inform your decision on what subcontractor should do what part of the project.

(d) Compile an “Invitation to Tender” document for the following subcontractor package – External Windows & Doors including letter, appropriate BOQ pages, and drawings

(e) Compile subcontractor orders for SuperDig Ltd for who you are awarding the groundworks package – this package will include all excavation/substructure/site works and drainage items on the project. This order should include a letter of award, BOQ rates, drawings, and attached meeting minutes. You should ensure that payment terms are clearly stated and in line with CCA 2013. You must also ensure that your own cash flow is protected at all times. Your subcontractor rates should be 10% lower than your rates in the BOQ.

(f) Prepare an interim valuation based on the following notes including backup Interim valuation nr1 Preliminaries total to be spread across 9 months in equal installments. Bond cost to be paid from valuation nr1 Substructure 100% (quants agreed as per BOQ) Prepared site element 100% Demolition 100% External walls 50% complete – insulation not to done until blockwork is fully complete Materials on-site include: 1500 blocks at €0.49 per block. 20t of sand at €14 per tonne.

Lintels and cills at €500 Variation – Ground floor slab (bed) changed from 150mm thick to 200mm thick The architect has asked you to attach a separate sheet at the back of the valuation give price proposals for the following: maple timber flooring to the main multi-purpose hall excluding the stage and steps. Marmoleum to the floor in the youth care room. Carpet in the meeting room. – You have received sub- c quotations of €80/m2 for maple flooring. €42/m2 for marmoleoum and €55 /m2 for carpet. Add 12% for overheads and profit. Advise the architect on how variations are dealt with under this form of contract.

(g) The client has asked you to carry out a value engineering workshop on the project and develop possible changes that could bring the overall cost of the job down. (min 4 proposals
arising).

(h) Discuss how the use of “integrated project delivery” could benefit this project from a commercial
managers perspective
